Pandas str.contains to LIKE / PATINDEX

Contains is the expensive LIKE. Starts-with is the cheap one.

WHERE email LIKE '%harbour%';

na=False is AND email IS NOT NULL. case=False needs a CI collation or LOWER — LOWER is not SARGable.
